Sold a bag on ebay and the buyer didn't pay - initially gave lame excuses about being busy, and being terribly sorry, and then nothing. So I went through the resolution center, tried contacting him etc, but still nothing. The fees have now been refunded, but the buyer hasn't had the unpaid item marked against his account. So I've just had a load of ball ache and the 'buyer's' account still shows him as having a 100% perfect record. I'm aggrieved. What can I do?
Ebay say that basically buyers can renegade on purchases and there is no sanction:

David, it is unfortunate but true that unpaid strike in itself does not result into negative feedback for the member.
Moreover, as a policy, buyer can never receive negative or neutral feedback from the seller. If this member has 100% feedback then his record as a seller has to be impeccable. However, in no way he can be glorified how he is as a buyer.
But do not get disheartened, our User Agreement clearly defines the expectations we have of our members. All our members should be aware that they're obliged to purchase if they're the winning bidder in an auction or they choose to Buy It Now.
While we feel it would be rather extreme to suspend a member for backing out of one purchase, if a member receives more than one unpaid item strike we'll review their account and take any appropriate action (e.g. a warning or suspension).
As it's important that eBay maintains member privacy, we can't share details of any action we take against this member. However, please rest assured that we're committed to keeping eBay a fun, safe place to buy and sell by ensuring that both buyers and sellers comply with our rules.
