If the TT is 1.5 longer but the head tube is 4cm longer the bars will be higher (will same stem, spacers etc,.) so will negate some of that 1.5. Meaning the difference in stem would be around 1cm which would not mess up the handling. Unless of course this would make the bars too high for your ideal riding position as stated above.
I would go with the 4cm longer head tube as making bars the right height with spacers and upward pointy stem is aesthetic suicide (especially when given the choice if buying new)
