Fixie/SS buying in Biberach an der Riss, Germany

so my cousin is in Biberach an der Riss, Germany for education for a couple of years. Its a pretty small town that begs its citizen to have a bike.

Which seems like really good deal!
He is going to give the store a call, they just have 1 review that I could find which seems positive. I just wanted to know if its one of those too good to be true scams. Anyone here has experience buying bikes in Germany? What are the places to look for? He can spend €250 I think.

Look fine, it's a Schwinn, better than the SE Draft I reckon.
