Argos etc can sort out that bottle cage prob- I had a pair done a while back for £25
Modern frames have a press fit fitting- the fitting goes in the tube and the rear of the fitting is pulled back into the frame- presto.
In this case the existing boss (as they were brazed on bosses in those days ) may need to be drilled to get a new fitting in there. When finished you wouldn't know when you have a bottle cage on there.
