I assume you mean 130 BCD (Bolt Circle Diameter) not DPI (Dots per Inch)!!!! Try this :

Maybe he can't afford full 300DPI production costs and wants a rough and ready 130DPI to test the waters ... seems a good idea if you're potentially changing things ...

spa cycles sells specialites TA track rings in all sizes and bcd
or you can get road rings in 130bcd (shimano) for peanuts. wont last as long but they are really cheap second hand.

Sugino, polished silver, new 25euro(Im in Dublin)
also have a mint 49T 1/8" Specialites TA that I might sell, I switched to 144bcd on my track bike, it wass used around 8 times at Sundrive velodrome
