I think he means the inner diameter of the Rubino's is too tight to go over the rims he has.
Certain combinations of tyre and rim are extremely tight, and others are extremely slack.
With tight cases you end up having to use a tyre lever or two to ease the tyre over the rim at the risk of nipping the tube and puncturing it.. :-(
Once its on you then have the worry of a puncture out on the road, and need three tyre levers and eight arms to get sodding tyre off again.
Then you start all over again.........
Yes the 19/20mm tyres can be a bugger to get on/off and are to be avoided...... also they don't provide much protection to the rim on road hole dings as the sidewall isn't very deep so you clang your nice rims :-(((((
