The saddlebag act just like a compressor, it's more to store your item packed away until the evening come when you need to take it out.
the framebag is what would be necessary as it allowed me to store stuff that I occasionally take out during a tour/ride, especially a custom one that fill the entire frame like this;
it make a handlebar bag redundant, although a handlebar bag make it so much easier to grab stuff from while on the move than the framebag though, especially with a camera.
