No, those are 29" rims. Look at the with of the tires. 700c doesn't take that much.

700c and 29inch rims are the same size, just rims advertised as 29er tend to be wider so people put larger tyres on rims advertised as 29ers and the wheel diameter ends up as 29inches, both rims are the same size.

Of course it's trufax, i didn't say they weren't. But you can't really call 700c to 29" rims dude.
And I know that they've the same diameter, but not the same width. Some 700c may accept
bigger width than others but to run this sort of widths you go onto the next category/size - 29".
So no, it's not the same IMO, just similar. 700c are on a different category to 29". -
