Spotted...

Guy on Essex Road today on what looked like a trick frame, fixed, raw or dark grey in colour, no rear brake drilling (it had quite a decorative bridge) and integrated headset - should have asked, but what is that frame? Looked like a custom but the rider didn't look the type, if you know what I mean... (p.s. some foot retention would be a good idea)

It had what looked like those short Tecnociclo track ends that Mercian use (or used to use):
