I've never considered cracks in a material to be anything less than a structural problem. I've also seen forged parts fail without exhibiting any signs of actual "cracks". But one would hardly refer to them as cracks here. The surface imperfections seen are voids of trapped gas from manufacture, with worn or collapsed surrounding material producing the holes and streaks. You've got to be weary of filing any more material out though.
