Need to rebuild after everything but the frame and chainset was nicked 2 weeks ago. Very upsetting, my first build, and some prick tore it apart...

I had a Raleigh wheelset: "RGR957 & RGH957" Front + Rear, track hub nutted, Mach 1 Omega black rims. I was thinking to get the same again, they where cheep & I don't want to spend much more only to have it nicked again.
I liked the rims as they where very light, I am not sure about the hubs. I wrecked the thread on the rear hub. Lockring was not tight enough when I started riding & I felt something slipping several times, but did not know what was wrong.
Buy the time I learned what the problem was, it was two late, the damage was done. I tightened it up properly a couple of times, but it would come louse after a week or two, and I could see the damage to the threads.
I would think this is more my fault than the fault of the hub.
Looking for a budget wheelset I found "WEINMANN DP18" with Quando hubs for £75.
Can anybody give an opinion on these hubs & the rims. The rims look like the would be more heavy, as they are deeper than my old ones.
But deeper seems to be the popular choice, maybe you could explain why?
