It is only externally funded if the council chooses to use sustainable transport money to fund this (outside London). They are not obliged to do this though and can spend that money on other things. They shouldn't be using volunteers though but paying highly qualified professional NSIs

CHARGES will be imposed for a scheme which sees thousands of primary school children taught lifesaving road safety skills.
For years, Cambridgeshire County Council has run its free Safer Cycling Scheme in primary schools across the region.
Trained volunteers go into the schools and teach children about safe cycling and how to avoid dangers on Cambridgeshire’s roads.
But now schools have been told that as of next year, they will have to pay £10 per pupil if they want to benefit from the scheme.
Can you believe it? A volunteer workforce doing a really useful job for the children and parents and the f***king council want to charge kids to access the training. If I was one of the volunteers I'd expect the teachers to come out on strike in support of the provision being free, or I'd just quit right now.
