I don't know if they are, I suspect so though. I bought them from kay (from the forum) who said that one of the shifters isn't working correctly but I haven't bothered to connect it up to see the extent of this. Levers work fine though, got them on right now!
If you want to take a chance I'd definitely be up for a swap (as it's a step down for me, value wise).
