Are the winter weight shorts made of the same stuff as the Milwaukee hoodie?

I have the summer weight ones and either a) they are in no way waterproof or b) I've somehow washed the waterproof off.

Today I was wearing my Milwaukee and I was still cold- what's happened to summer??? Think I might pick up a pair of cigarette shorts but like Moog I'd like to see pics of someone wearing them to work out just how tight they are....
