If you're wearing baggies over the top. All the more reason to wear bibs IMO. Two waistbands is just too irritating. I just chuck my baggie overshorts, and a loose tee over roadie gear when I go off roading. Knee warmers are good for this, as you can wear a winter-weight pair together with summer weight bibs. So you dont over heat so much, under your baggies.
FWIW I have some Skins 3/4 bibs, which are by far the best cycling shorts I own. I'd describe them as summer weight, although compression fabric doesnt seem to breath quite as well as standard lyrca.
