The lock ring will come off anti-clockwise with a c-spanner which is often included with shitty puncture repair kits. You can often remove and set the left cup by hand.
Always check on Sheldon Brown to see what type of BB you have (English, Italian, Swiss, French thread) as this will determine the direction of the thread too.
For the right hand cup, I just use a big-bastard adjustable spanner.
