Abus do a mini D which is much lighter than the Kryptonite one but still strong enough to use in town. There is a really long thread about locks in bikes and bits...
Edit. Sorry didn't see that it had to fit in a saddle bag! Just a thought what about the Kingston laptop cable locks. Definitely light and maybe strong enough to keep someone at bay for a minute or 2.
