Classical civilisation is more likely to be taken as the era of the 1st (crude) governments formed in the Mediterranean relatively shortly before the Rise of the Roman Empire.

Errr. Organised government was around at least 1200 BC in the Med (Minoans), even if you leave aside Egypt, or at least 1000 years before advent of the Roman Empire (generally dated to around 50 or so BC).
