Therein lies their greatest challenge, can they pull off spontaneous organisation? I very much doubt it even with all of the technology at their hands.

They probably can achieve it in response to triggers though, and there's likely to be more triggers over the coming years as cuts bite deeper.

I would guess that whilst it's certainly possible to flash up in the future, and that the tactics will almost certainly be seen again, it's not actually likely that they're able to co-ordinate themselves to pull it off.
The thing is I don't think you need that much organisation, I agree the group needs to self-organize (the gang moving together) - but I doubt the gang in Harrow talked to the gangs in Hackney or Bristol or Lewisham, the element of exponential growth in activity seems spontaneous triggered only by reports and rumours of similar activity rather than coordination.
