Am pretty sure you cannot use a fixed hub to run freewheel.
Options; sell that wheel on here and buy a new flip flop wheel, possibly off here too. Or see if anyone wants to swap. Might be a bit trickier being a 650 wheel but you never know. If you wanted to re-build it there are loads of bike shops in Hackney.
You should be able to start a thread tomorrow once your nursery period ends; if not PM Velocio or Hippy and ask them.
If she is going to ride freewheel make sure the bike has 2 brakes. EDIT: pic clearly shows a rear brake.
And see if she can try riding fixed in the meantime, it is really not so hard, an hour or two of practice in the park or a quiet side street and it all comes naturally. At least until she gets a new wheel and has the option of free or fixed.
