Depends on the crowd size and the percieved intent. If they're heading towards a definite target then you kettle them well away. If they are clearly just out to battle with the Police then it's dispersal unless the dynamic changes to one of iminent danger. Then it will go down to the decision of the commanding officers which could lead to anything up to armed units being deployed from within the force and in really shit situations, such as a gun battle, the army can be sent in for crowd control.
