15mm pedal spanner OR 5/6mm good quality allen key.
IF they have been on a while, worth soaking in WD40/plusgas for 24hrs before attempting.
I have a monster pedal spanner and often mates borrow it for seized pedals. Tried it on a set of cranks the other day, truv hozfellas (the meaty DH ones) which have stainless inserts. Yeah so the inserts came out, pedal still attached WTF!!? Inserts are typically reverse threaded to avoid that, apparently not this set though. Epic Failz.
