The wheels are not for sale I'm afraid.
You mentioned your height - I guess the main thing for you is to check the stand over height which is 78cm. This is measured from the top of the top tube to the ground.

sweet... 78 is from the ground to my nuts... reasonable? But what about the geometry? ratio between saddle - handlebar and my knees? Got a really nice dura ace crank set with 165 pedal arms? think they ar e going to be too long? looking foreward to pm..

Sounds like the frame fits your inside leg which is important. The other main measurements are: seat tube 49cm and top tube 52cm CTC. Anyone can correct me if I am wrong but I don't think the position of your knees matters. I don't know how the top and bottom half of your body is proportioned. However people normally get a good fit by simply adjusting saddle height and finding a shorter or longer stem.
I assume the cranks you have are the track variety 7600 or 7710. 165mm is the shortest length they come in so since this is a track frame they will work together well. Track frames have fairly high BBs to cope with the banking on the tracks. Look at the picture above - the previous owner was using Dura Ace 7710 cranks.

if your 6ft, sadly this is gonna be tiny for you, you need somewhere in the region of 56-58cm id imagine.

49 X 52 frame would be small for someone thats 174cm. go to a bike shop and get measured. then you will know what frame dimensions your body needs. or do the competitive cyclist bike fit calculator.

This is the place where I worked out it would cost about £725 for one of these frames. That was a while ago so costs may have changed.
