    People riding fixed are found everywhere. Go to LookMumNoHands on Old Street, and you'll see plenty riding past the windows. From there your close to East London, Hoxton/Shoreditch/Hackney/Dalston and there will be even more around there.

    Best shops? Depends what you want to do/buy. I'm biased, but I'd say Brixton Cycles as they are my local, but there are plenty have a look in this thread for some more. https://www.lfgss.com/thread43423.html
    If your going to be at LookMum you might as well head over to BrickLaneBikes, which isn't more than a five/ten minute ride.

    Frame builders I don't know about,

    Repairs, depends on what you need repairing and how much you want to spend repairing it...

    And no, you don't have to wear a helmet or have brakes to ride in london, but it might be a good move to put on a front brake as traffic here can be a bit intense..

    Toyko fixed in soho isn't bad either, bit expensive but at least much nicer people than bricklanebikes. Tokyo fixed could get you a feather bike, which looks nice.
