it's bad ass joel... it uses campagnolo dropouts and could be made by pretty much anyone, maybe hilary could name it for you but i've not a clue
nice fancy lugs and the pump pegs and external brake routing suggest it's reasonably old
polish up that chrome nice and buy some wheels from on-one (not deep section!)
