I have a carbon fork on my Plug, its made the front end lighter for sure, and it feels somewhat softer over the steel, but this is probably just in me head. I've found it nippy, certainly feels quicker and lighter than friends SE Draft and Mongoose Maurice (yeah we're the OTP crew) I've tried.
The SE has higher gearing though, it's a challenge to keep up sometimes. That's the next thing I intend to address. -

Why don't you take your bike to a shop and ask them if it's ok?
You could be missing something that internet (amature) diagnostics won't pick up. -

^ This. Take Nhat's advice, bike shouldn't be lagging. 42/18 is very spinny, too spinny for most, so uphill should be easy.
chain should have a little give in it, super tight will make parts wear out faster. Think they say about an inch wiggle is correct. do the cranks spin freely if you spin them backwards (while you are off the bike)?
