You can do it yourself and get it inspected, but the cost of the inspection will be punitive- essentially (to a cynic) it would seem to punish you for not giving the job to an electrician in the first place.
I'm going to get a qualified sparks to put the consumer unit in, get that signed off properly, then run any new circuits that I need myself as and when.
