Is it time to start calling out bad cyclists?

When r people gonna learn to indicate before turning? I was heading towards elephant on walworth road, there was this guy coming the opposite direction and he all of a sudden took a right turn knowing I was going straight... No indication or eye contact, nothing!! A emergeny brake from me unwillingly... I am not even sure a right turn is allowed there. Must check tomorrow.

Tonight I saw this tit whose indication method was to punch the the air to his right then immediately veer right without looking. Just staring dead straight ahead the whole time, at speed. Was so close to taking people out again and again.
