RP is a free market fan, he would never want to observe the population for control purposes, only for profit, always for profit.
He sees internet media as the way forward and wants to make money from it. He did a speech last year or the year before stating this more or less under the guise of saying that he sees an end to free online news, soon after this Times online became user pays & James Murdoch had a major rant against the BBC (not really related but RP has always disliked the 'elitist' BBC).
