I really like this stage--great landscape, very picturesque roads that look a bit like those in the Ardennes (and I suspect may cause some difficulties for standard TdF riding style, being narrow and curvy?), and it seems to be another example of this trend of including in Grand Tours 'mini-versions' of other iconic races, like the Strade Bianche stage in last year's Giro.

I could be wrong, but my understanding is that there is a gentleman's agreement to take turns riding at the front of the breakaway? Is there an unofficial way of punishing a rider who keeps at the back and letting others take the wind resistance? Does it happen?

Yes, lots of ways, but mainly the technique is to drift off the back with them behind you then, leaving them to close the gap back to the breakaway.
