Looks like your bars are Italmanubri (ITM), some sort of Europa model.
I'd have been all over them had I not just bought some super-light modern 244g alloy bars.

Wheelset:

Alexrims DM18 on Formula / System EX etc hubs. Very solid wheels, I've had them for a year and they hold up extremely well on shitty roads. The bearings are very smooth, no grinding when spun in the hand. I never used a brake on the back, but the braking surfaces are not in great shape as per photo. Some deep scratches. I stripped the lock-ring thread but I've been skidding around quite happily. Use fixed at your own risk, I would advise against it. Perfectly good for single speed, you could even use them flip-flop SS/SS as the main threads on the fixed side are fine.
