A lot has changed since then. Html5 css3 ie9, ipads and other tablet browsers.
I doubt that many of the freebie solutions are that up to date, but some will be.
Knocking up something professional-looking with Wordpress is easy enough, but only you know whether you can get away with that.
Good web development and design is not something anyone can just do. It takes years of hard work and talent. You need to adjust your ambitions accordingly. Much like being able to knock out a tune on the piano doesn't make you a composer I guess.
