Not really.
I am 5'8" and need a 51-52cm frame. 5'10" with a 53cm frame could work out just right, but it depends on body proportions.

I'm sellin' this Mazza track bike.
Mazza is a Swiss craftsman who used to build very nice frames in his career.
This one is a 53x53 square geometry track frame, never ridden in the street, only on track.
