I'm 5'9 with 54cm (both) frame, even then, I am like a T-Rex, have long torso and short arms/legs so need a stubby 60/80mm stem.
If you've got a proper sizing guru handy, make use of them, met one once on a ride, he suggest to me a few tweaks and i'm still in his debt (free advice for win).
