There are many flavours of 531. 531 double butted is similar in weight to 531c, 531 plain gauge is significantly heavier.
I recently sold a 52cm Peugeot with 531 butted main tubes and forks, that was surprisingly light.
There are a few other variable beyond what tubeset is used - best stick it on some scales. Better still, take it for a test ride.
