Loose, but if you tighten it until it stops the float then check for how it rotates. If it's notchy or stiff then it may need new bearings and grease. Very easy to do if you have a big enough pair of spanners. You might need to check the bearing surfaces too. If these are worn then it's a new headset. Cheap enough though.
