Shit man, it's yours, you don't magically bump into something you lost 20 years ago if it wasn't meant to be. Leave a note on the bike explaining the story and offering to give them a replacement bike of equal value if not slightly better, assure them of your best intentions. The story is so far-fetched it has to be true and they'll hopefully feel the same. There's no way after so long that the current owner is remotely linked to the thief.
