All you need is a big flat-head screwdriver and a hammer. A bit of gentle tapping and you're away.

indeed, just be gentle and itl pop off without damaging it.

or an old seat tube does the job nicely and spreads force more than the screwdriver...

if you're just servicing the current headset, why do you need to remove the entire thing anyway?
or are you replacing it?
as for tool, I always use a block of wood and hammer, less likely to damage the cups.
