Indeed, that was my first thought when I noticed it.
The weird thing is that the cut/gouge through the paint wraps almost halfway around the seat-stay. Only about 5mm of it has actually cut through the tubing. Not sure if that is the doing of a hacksaw.
Either way, I would still like to know if it is likely to cause the seat-stay to give way.

No idea on the integrity strength wise, but I'd be taking it back to the person who sold it if I were you...?

It looks very thin and tidy for a cut made by a hacksaw, almost as if made by a small pipe cutter.
Does it actually cut the metal or is it just the paint?
As said previously can you go back to the seller?

Man, that's not cool at all. And it looked so good at a quick glance on Monday night!
It looks like it's the result of someone trying to get steal the bike, so hopefully the'll have been trying to cut the lock rather then the tubing and might not be that deep? It does look lioke it's just the paint, but so hard to tell from here. If so then safe for a beater.
But I'd really expect the seller to have mentioned this - even at a cheap price. Not cool on his part at all. I'd go back to him first...
Might be a good explanation - 'I never noticed' - but I can’t see it... :(

You're right it does, very strange.
It does look lioke it's just the paint, but so hard to tell from here. If so then safe for a beater.
After giving it a good clean and taking a long hard look at it, it does look like it is just the paint; and It was sold to me as "with scuffs and scratches"
So panic over, keep calm and carry on, etc. Thanks for your input.
(One day I'll learn not to get in a flap so quickly about such things)

No man - I would be pissed too. Maybe it's just me, but i wouldn't expect this to be covered by 'scuffs and scratches'.
But think you'll be fine - enjoy the build, and don't forget to post photos!

pipe cutter would be a good explanation in a botched theft attempt.
Option 1 take it back to vender.
option 2 take it to a frame builder and get it patched or sleeved
Hi,
Firstly, I should probably say that I have searched on here for "frame crack" and the like. What I have read doesn't fill me with joy, but I want to double check in any case.
I bought this frame yesterday, and on closer inspection after getting it home I noticed a deep scratch on the right seat stay was actually more than a scratch. See pics.
There is a section about 5mm long where the tubing is actually cut through. Am I right in thinking that riding on this frame is a disaster waiting to happen?
Also it is a fuji feather frame and therefore it is CrMo, so I am not sure what the repair options are.
Any advice appreciated.
