The IRO and Planet-X are simply bikes for the shorter rider. The PX is possibly a poor chioce of frame for the owner. But given its bargin price, and the fact it looks like its been made to fit. An understandale one.

Might be a child's bike, you'd be surprised how weird some of the fits look until the kid is actually on the thing, then it all kinda makes sense. Children are essentially aliens after all.

I'd guess somebody wants to ride in the drops without constantly kneeing themselves in the paunch. I've certainly seen some cyclists at the lardier end of the spectrum with that kind of set-up.
