I guess it depends what ruleset is being played, but I'd say he invades the other players cockpit space, I'd say his mallet goes under the horizontal line coming back from the bars, meaning the player wouldn't be able to grab the bars without the mallet getting in the way. Does he touch him? It would be a pretty weak foul though.
