Oh, and out of interest what is the do-da oh the fork? I think I've seen frames with a light attached there, but is that the primary function? It's a mighty big braze on just in case someone might or might not want a light?

Yes, it's a lamp boss. In the olden (Pre-LED) days, when a half hour commute needed 2 x D-cells in the lamp, you needed a sturdy bracket, and they still had to put Braille on the street signs for people who needed directions after dark.
