Bottle cage / bidon mounts on a track bike

Anybody know where I can get one of these (I utterly hate all the other solutions and this actually looks elegant). French apparently... If anyone has one they'd like to sell I'd be very interested.

Wouldn't a pair of jubilee clips do the job?
