I'd keep the tubs for the track.
And get a simple, cheap clincher wheelset for £100ish.
Something like:
Rigida Chrina (36h) x2 = £30
Sapim db spokes = £30
Miche hubs = £45
Rim tape = £3
Rubinos x2 = £20
