Pedicabs in Norwich

As some of you are aware, last summer another attempt was made to get a pedicab service going in Norwich. I've received an e-mail from the chap responsible, and he's entered his idea in a competition to win some funding, I'll paste his message:

"... *The business has developed into a green initiative offering free alternative transport to the public in the city centre, paid for by selling advertising space on the bike to both local and national businesses.
I recently entered the Barclay's 'Take one small step' competition after being persuaded by a Barclay's bank manager who seemed to think I had a good shout at winning or at least getting through to the next round.
This is a green concept for Norwich, and as such I am trying to drum up as much support as possible by clicking on the link below and leaving a comment in support of my entry. Should I be lucky enough to win the prize fund, the money would be invested in a fleet of Pedicabs to operate in the city centre and provide a number of jobs to boot.*

Was that some condition of the licensing, do you know? The council were always pretty awkward about it, I wonder if he's had to ditch the electric assist as a concession to them, or maybe it was just a "business" decision.

I think it was less insurance, paperwork and lisencing required.
