Drop-out tensioners? Dropout adjustment screws? Chain tensioning wonder-bolts?

Ummm, this might be a stupid question, but is this pic below the right, or wrong way around? I could never work out which way is right. Not that I can really see the point of them, apart from making wheel alignment a little bit quicker when you're putting your wheel in

pushed back = touring

thats just a guess but the only reason I could think of
