I wouldn't agree they are too high but surely it'd make more sense to flip the stem upwards and remove a spacer or two? Does the length of steered increase front end flex?
Apparently it does increase the flex, but surely you'd want that to reduce the vibration. I'm used to seeing CX bikes with a higher toptube which is why I suspect the rider has Scoble Syndrome - long legs short arms/back
