I assume that you have a reasonable suspicion that it was dumped there by a thief. You'd most likely have to take the bike to the police yourself. They won't have time/resources to pick it up themselves. I'm not sure if they have a form on which you can report the find, but they should do. It's obviously not your property, and you shouldn't sell it on.
