I don't know why I'm defending it BUT it seems there might be a reason for everything being like it is.
Rear brake + lever in silly place - legal requirement to have a rear brake but doesn't want to use it to save finish on rear rim?
slammed seatpost - it's a tiny frame as it is, maybe the person just is that small and really couldn't find anything else, I mean it's not like it's a 58 when they should be riding a 56/54.
silly levers - they like riding on the hoods but prefer to use a cross top lever?
bottle on saddle - no drilling for a cage on the frame obviously.

Yes it's a bit silly/fugly but it does seem that there is a minute chance everything has been done for a reason.
