Definitely sounds like him.

Just now, workmen angle grinding the locks of the bikes locked to the railings in the roadworks at Dalston junction, they were carrying them away to their van.. No ss bikes the two i saw were beater mountain bikes but thought I'd post here anyway in case anyone wonders where the bike has gone!

They are doing some work on the junction, I believe they informed the family/friends who put the ghost bike there so they could move it.

I assume you had reason to believe they were workmen and not just bike thieves?
